Jonathan Hack was the project manager for the John Labatt Centre feasibility assessment and proposal call process to select a consortium for the design-build, finance and operation of the new 10,000 seat Multi-use Sports and Entertainment Centre.
As a result of our work, the facility was sited in Downtown London, as part of a broader plan for regeneration of the western edge of the Downtown. The proposal call process involved a 2 stage approach: an initial call for qualifications for the design, development, partial financing and private sector operation of the venue, and a detailed proposal submission from 2 shortlisted teams. Jonathan was involved in all aspects of the project, from initial feasibility assessment, writing the terms of the requests for qualifications and detailed proposals, establishing key business objectives of the City as a basis for any partnership solutions to delivering the project, and final negotiations and presentation to Council. The scope included detailed negotiations to arrive at a mutually acceptable principal tenant agreement with the London Knights OHL franchise.
Since opening, average home game attendance has risen from 3,500 (prior to the new facility) to over 9,000 per game. This increase has been sustained in every year since opening.
In addition, Jonathan also managed a concurrent call for proposals for the design-build, finance and operation of a new 4-pad community arena to be operated by the Western Fairground, an agency of the City of London. The new 4-pad complex opened in 2001 and the John Labatt Centre in September 2002.
