Principals of Sierra undertook a Sports Field Strategy consisting of an assessment of existing sports field programs, fees, and facilities, as well as a review of trends in sports participation, population forecasts and emerging needs to guide the development of new and improved sports fields including multi-sport fields in the new City of Ottawa over the next ten years. The strategy was designed to create more equality in service delivery between rural and urban communities within the new City of Ottawa (amalgamated in 2001 from 12 former municipalities into one of the most geographically extensive cities in Canada).
The plan was based heavily on primary research including considerable stakeholder consultation and formal public meetings, a questionnaire, telephone interviews and a public open house.
As part of this project, the study team identified a number of financing strategies, including partnership opportunities for the development and operation of new and improved sports fields by the private and not-for-profit sectors.
Status: Implemented in 2004 onward, together with a user fee policy and maintenance strategy also completed for the new, amalgamated City of Ottawa.
