The study team undertook a review of the existing program offer and Community Improvement Plan (CIP) boundaries for Downtown Whitby. As a result, new and expanded programs were developed, focusing on larger financial incentives for building renovation and repair, together with large-scale tax-based incentives for key redevelopment sites.
