Highest & Best Use Study for Marina Waterfront Lands

Jonathan Hack headed the market justification exercise for a redesign of the Marina Waterfront lands in the City of Thunder Bay. The priorities included the development of the cruise terminal as well as a range of retail and residential uses on the fringe of the waterfront. The main programmable space on the waterfront was expanded and a business plan put forth which demonstrated the costs to the Municipality, as well as the benefits of building upon the successful waterfront programmes such as the Blues Festival. The plan also addressed the market for expansion of the marina and the development of a hotel and restaurant. The need for effective pedestrian links throughout the park and across the north-south rail line to the Downtown (Port Arthur) was a key driver of the plan.
