2018 Spruce Grove Multi-Use Sports and Event Centre Business Plan
Since 2014, Sierra Planning and Management has led multi-disciplinary teams in advising the City of Spruce Grove on its plans to develop a multi-use sport and event centre along with community recreation facilities. As part of a master planned greenfield development on the Yellowhead Highway, the City’s partnership to develop the Westwind Commercial lands builds on the City’s long-term economic development strategy of land assembly and partnership with residential and commercial developers to create jobs, services and increased commercial and residential assessment.
Spruce Grove is a rapidly growing commuter City located off the Anthony Henday Highway. Continued investment in new recreation and cultural infrastructure to serve a younger, more ethnically diverse population and meet the overall needs of the City underscores the potential associated with a multi-use spectator venue – one that can facilitate not only more community gathering and participatory events but also promote the City and its downtown as a regional destination.
2021 South Okanagan Aquatic Centre Feasibility Study
Sierra Planning and Management provided consulting services in the development of a public aquatic centre for three neighbouring communities in British Columbia – the Town of Osoyoos, Town of Oliver and the Osoyoos Indian Band. Key matters addressed in the feasibility study included understanding existing and future recreation and sport needs, equitable site location, appropriate governance and cost sharing solutions for the three project partners. This Aquatic Centre Feasibility Study identified potential key features of the aquatic centre, initial cost estimates, public input, and key data/ analysis, in an effort to determine if there is sufficient community support for the Service Area Participants to proceed with the project.
2016 Market Analysis and Feasibility Study for the Penticton Trade and Penticton Trade and Convention Centre (PTCC) Business Plan
As a Tier 3 dedicated Trade and Convention Centre, the PTCC has a lot going for it – dedicated professional management by Spectra, location as part of an overall campus that includes the South Okanagan Event Centre (SOEC), and a strong demand base for events in one of Canada’s premier tourist destinations. Sierra Planning and Management was retained to undertake a business plan for capital enhancement and operational improvement of the PTCC. This included a demonstration of the value of the convention centre to the local economy including the hotel sector, the opportunity associated with incremental capital improvements, and the resulting estimates of operational performance. The risk was assessed in terms of increased competition from local destination resorts and conference centres, offsetting benefits of the relocation of the local casino next to the PTCC, and the importance of Kelowna as an alternative provider of conference facilities. Improved catering capacity, better integration with the SOEC for events development, better and wider range of breakout room capacity, and an improved range of events were central goals of the plan.
2015 Pan American / Parapan American Games Velodrome Business Plan and Legacy Funding Plan
Advisory services for the Town of Milton and its funding partners, Toronto 2015 and Infrastructure Ontario, regarding the capital and operational business planning requisites for design, functional space programming, program delivery and tenant revenue generation. We assessed market opportunity and community need as well as financial feasibility of a permanent, indoor velodrome with 3,500 seats capable of hosting major international cycling events. This included legacy planning for operations post Pan American / Parapan American Games and a successful bid for improved annual Legacy Operational Cost Support from Government. Subsequent to the Games, Sierra completed economic impact assessment of the facility through modelling and qualitative means.
